Business Leader of Government Affairs

As our Business Leader of Government Affairs, reporting to the Deputy General Counsel - Insurance Operations, you will have a thorough understanding of relevant product related and business priorities to plan and implement strategies that promote Progressive's point of view to legislators and regulators at the federal, state and local level. You will establish business unit support for advocacy strategies relating to Progressive products and services. You will advocate for Progressive interests both directly, with external lobbying resources, and with trade and other organizations.

Your Day-to-Day

  • Maintain situational awareness of policy and political activities within key markets

  • Conduct political and policy analysis to support strategy development and execution

  • Provide strategic counsel to executives and senior management on legislative and regulatory issues

  • Develop strategy, planning and execution of key state and government relations initiatives and government affairs strategies for multiple business units

  • Serve as Progressive's representative on relevant boards and committees

  • Act as liaison with business units to establish networks of subject matter experts

  • Create agenda for Government Affairs incorporating Progressive's strategic business goals and need, while setting work standards and goals for quality and efficiency within the team

  • Consistently communicate and/or provide counsel to senior management and other areas of the business regarding legislative and regulatory issues including assisting in tracking and providing of status reports on legislation and regulations

  • Provide internal reporting to appropriate Progressive leaders and groups

  • Develop and distribute public policy communications

  • Establish and maintain an active professional political network

  • Coordinate with and provide direction to contract lobbyists

  • Provide bill drafting support to contract lobbyists and deliver legislative testimony

  • Conduct direct lobbying with state legislators and state agencies

  • Analyze and assess risks on significant and complex business matters while presenting tactical and strategic recommendations regarding implications of these matters

  • Manage significant business matters/issues that are critical and important to the company's business strategy

  • Frequent travel required

Knowledge, Skills and Experience

  • Juris Doctorate from an accredited law school preferred, or Bachelor's degree in Political Science or related field of study

  • Minimum of 10 years' experience in government, advocacy or relations business activities

  • Proven experience managing relationships with governmental agencies/regulators, lobbyists and consultants

  • Property and Casualty Insurance experience preferred

  • Previous media relations experience beneficial

  • Superior analytical, problem-solving and project management skills

  • Strong ability to handle and solve substantial strategic business issues with superior knowledge of the business

  • Superior written/verbal communication and presentation skills

  • Demonstrated leadership qualities and interpersonal skills

  • Self-motivated and driven with the ability to work in an ambiguous environment

  • Strong organizational skills
